ACCESS TO HEALTH CARE

THE PROBLEM: At a time when the health care system is facing a serious shortfall in primary care physicians, and with universal care bringing hundreds of thousands more Oregonians into the system, increasing access is essential.

THE SOLUTION: Increase primary care access by recognizing Chiropractic Physicians who want to practice to the top of their license as primary care portals and eliminate discrimination among health plans and insurers against any provider practicing within their scope.

CONTAINING COST WHILE ENSURING QUALITY

THE PROBLEM: Cost containment and quality of care are two sides of the same coin. You don’t want to save money at the expense of quality, nor do you want to rely on costly measures as the only solution to providing quality care.

THE SOLUTION: The prioritized list that now guides the Oregon Health Plan will lay the baseline for the Essential Benefits Package. Ensure that Oregonians have access to ALL health care that is proven, evidence-based and cost-effective.

PHYSICIAN CHOICE AND PATIENT STEERING

THE PROBLEM: Too often an injured worker is WRONGLY told by an employer that they may not see the physician of their choice or are limited in the length of time they may see their physician.

THE SOLUTION: Allow patients to see the physician of their choice for reasonable courses of treatment.

A FAIR AND UNBIASED MEDICAL EXAMINATION PROCESS

THE PROBLEM: Injured workers are left at the mercy of a confusing system with managed care organizations who have much to gain.

THE SOLUTION: Push for an unbiased review of worker’s injuries and consider alternate models of care provision that reduce the role of the managed care giants.
